I would recommend Casa Biru to anyone visiting Cusco. My husband and I loved its location, which was just a stone’s throw away from the Plaza de Armas, but far enough removed from too much hustle and bustle to feel peaceful. It was close to a ton of great dining options which we took advantage of. The staff were super attentive, always asking us what time we would prefer breakfast the night before, and preparing packed lunches for us when we had to leave early for our Machu Picchu trip. Breakfast was pretty basic continental, but eggs are cooked to order. The room itself was clean and the bed was very comfortable. Our room had a mini fridge, and the shower always had plenty of hot water.
A note on noise: the building connects to a bar with live music, which wrapped up around 10:30 on the couple nights we heard it. Cusco morning traffic also brought a good bit of honking outside our window. Nothing playing some white noise or using earplugs won’t drown out if you’re used to city dwelling like us.
